๐ Scratch-offs with no top prize left
303 scratch-off games across 26 states have had every one of their top prizes claimed, and every one of them is still for sale at the original price with the original odds on the back.
Left out of every number on this page because their lottery's feed has not updated in 3 days or more: Georgia (last updated Sep 20, 2026).
The numbers behind it
- ๐ 303 of the 2,493 games tracked here have had every top prize claimed and are still on sale.
- โณ Half of them have been on sale at least 39 days since the lottery's own data first showed no top prize left.
- ๐ 267 have been on sale at least 30 days since then.
- ๐ฐ๏ธ The longest: MONOPOLY Own It All in Pennsylvania, at least 81 days.
- ๐ The largest prize nobody can win any more is $25M, and the advertised top prizes on this list add up to $245M that is already gone.
- ๐ธ The dearest ticket on the list still costs $50, the same as it did when its jackpot was available.
- ๐ฒ Their printed overall odds are unchanged, running from 1 in 2.56 to 1 in 9.65. Odds are fixed at printing; what is left is not.
Why a game stays on sale with nothing left at the top
Lotteries close a game when sales fall off, not when the prizes run dry. Nothing requires the poster to come down or the dispenser to be emptied, so a ticket whose jackpot went months ago sits beside a brand new one at the same price. The overall odds printed on the back are still perfectly accurate โ they describe the whole print run, including all the prizes already claimed.
What has quietly changed is the payout. The printed prize payout assumed the whole ladder was available. Once the top of it is claimed, what is left in the dispenser is worth less than the number on the poster, for the same money.

What this does not say
That the games not on this list are worth buying. Every scratch game returns less than it takes in, and a full prize ladder does not change that arithmetic. This list tells you which tickets can no longer pay the thing they advertise, which is a reason to skip them rather than a reason to buy anything else.
Why games keep selling after the top prize goes ยท How overall odds actually work
Scratch Better is not affiliated with any state lottery and does not sell tickets. Rankings are relative, not a guaranteed edge. Confirm any figure on the state lottery's own page before relying on it.
